Missing data says not found, is excluded, and is reported as coverage; under 50% coverage can't be the pick. If the top two are within 3 points we say Too close to call.

For crypto we add live independent reviews and ai analysis that must quote its source word for word; those scores are computed weekly (median of 3 runs) so results don't change run to run. Savings and brokerages use curated data only.
Major enforcement in the last 5 years (criminal pleas, consent orders with consumer redress, or large settlements) costs −2; smaller actions −1; dismissed cases 0. Each shows as an amber note. An active consent order with consumer restitution in the last 48 months gets an amber warning.
If customer funds were stolen or lost in the last 48 months and customers weren't fully reimbursed (unknown counts as not repaid), the platform gets a red warning, is capped at 60%, and can't be the pick. Hacks where customers were made whole get an amber note.
