Zelle, Venmo, Cash App or PayPal scam: can I get my money back?
As of Oct. 15, 2026
Short answer: If someone else sent money out of your account, even after tricking you into giving them your login or a texted code, federal law (Regulation E) treats it as an unauthorized transfer: report it to your bank or the app fast and your loss is limited. If you pressed send yourself, even because a scammer lied to you, that law usually doesn't cover it; getting money back depends on the app's own rules (Zelle reimburses only certain impostor scams; PayPal and Venmo protect goods-and-services purchases for 180 days, not friends-and-family payments). Either way, call your bank or the app today.
Best move to protect your money
Pay strangers only where protection exists, and report fast. For anyone you haven't met, use a credit card or a PayPal/Venmo goods-and-services payment; use Zelle and personal payments only for people you know. If money leaves your account without you, report it within 2 business days.
The math:
Unauthorized transfer (lost/stolen card, phone or login), reported within 2 business days: you owe at most $50 (12 CFR 1005.6(b)(1))
Reported later: at most $500, plus amounts after 60 days from the statement the bank shows it could have stopped (1005.6(b)(2)-(3))
Payment you sent yourself to a scammer: no federal cap; refund depends on the provider's policy

Your roadmap
Before you pay, run the 6-point check. One red flag means stop.
Paying someone you don't know? Use a credit card or a goods-and-services payment (PayPal/Venmo), never Zelle or friends-and-family.
Something went wrong? Use the what-happened tool to see which protection applies.
Call your bank or the app the same day, using the number on your card or in the app, never one a caller gave you.
Report it at ReportFraud.ftc.gov and ic3.gov; if the bank or app won't fix a covered error, file at consumerfinance.gov/complaint.
Lock things down: new password, two-step login, and a free credit freeze if your identity was used.

It covers P2P payments. The CFPB says any person-to-person payment that moves money electronically from your bank, prepaid or app account is an electronic fund transfer, and non-bank P2P apps that hold your money are covered financial institutions. (CFPB EFT FAQs)
Unauthorized means someone else started it, without your permission and with no benefit to you. It does not cover a transfer you started, or one by someone you gave access to, until you tell the bank they're no longer allowed. (12 CFR 1005.2(m))
Tricked into sharing your login or a code? Still unauthorized. The CFPB gives the example of a caller pretending to be your bank who gets your login or texted code. (CFPB EFT FAQs)
Fine print can't take this away. An agreement can't waive these rights, and network rules saying payments are "final" don't reduce them. Your negligence (like writing down your PIN) can't increase what you owe. (CFPB EFT FAQs)
Deadlines for the bank: decide within 10 business days, or credit you provisionally within 10 business days and finish within 45 days (90 days for point-of-sale debit card, foreign, or new-account transfers; 20 business days instead of 10 for new accounts). Results within 3 business days after; fix within 1 business day. (12 CFR 1005.11)
Your deadlines: 2 business days after learning a card, phone or login was lost or stolen keeps your loss to $50; otherwise up to $500. Report transfers on a statement within 60 days of the statement. Time limits are extended for extenuating circumstances. (12 CFR 1005.6)
Who to tell, in order
Your bank or credit union (for Zelle and anything pulled from your bank account) or the app (Venmo, Cash App, PayPal): ask them to stop or reverse the payment. (FTC: What to do if you were scammed)
This page explains federal rules and the providers' own published terms on the dates shown. Your bank or app decides your claim; a regulator or court decides disputes about the law.
Provider terms change. We read Zelle, Venmo, Cash App and PayPal pages on Oct. 15, 2026. A "not found" means we did not find it on the pages we read, not that it doesn't exist.
Credit cards follow different federal rules (Truth in Lending / Fair Credit Billing), so if you paid through an app with a credit card, also call your card issuer.
The FTC's 2025 total covers all fraud reports, not only payment apps; the FTC's payment-method breakdown for 2025 was not on the pages we could read, so we don't quote one.
Not legal advice. We summarize federal rules and each provider's published terms with dates. Your bank or app decides your claim; we don't guarantee any refund. Fees and protections are in our money transfer apps comparison.
Can I get my money back if I was scammed on Zelle, Venmo or Cash App?
It depends on who pressed send. If a scammer sent money from your account, even using a login or code you were tricked into giving, the CFPB says it is an unauthorized transfer under Regulation E and your bank or app must investigate, with your loss capped ($50 if you report within 2 business days of learning a card, phone or login was lost or stolen). If you sent the payment yourself, that rule usually doesn't apply; Zelle reimburses only certain impostor scams, and PayPal and Venmo protect goods-and-services purchases, not friends-and-family payments.
Does Zelle refund scams?
Zelle says its banks must fully reimburse confirmed fraud (unauthorized payments) and certain qualifying impostor scams where you authorized the payment. The 2023 rule covers scammers claiming to be a government agency, a bank or an existing service provider. Report it to your bank or credit union.
Does PayPal or Venmo Purchase Protection cover friends and family payments?
No. PayPal's Purchase Protection program and Venmo's Purchase Protection Program both exclude personal (friends and family) payments. Covered purchases must be disputed within 180 days of paying.
How long does my bank have to investigate an unauthorized Zelle or P2P payment?
Under 12 CFR 1005.11, 10 business days, or up to 45 days (90 in some cases) if it provisionally credits your account within 10 business days. It must report results within 3 business days after finishing.
Someone accidentally sent me money on Cash App and wants it back. What do I do?
Don't send it back yourself. The FBI warns this is a common scam: the money is often stolen, and the app may later take it out of your account. Report the payment to the app and let it reverse it.
Where do I report a payment app scam?
Your bank or the app first, then ReportFraud.ftc.gov, the FBI at ic3.gov, your state attorney general and local police (CFPB, FTC, FBI guidance).
