Home › Insurance › Oregon complaint index
Thinking about an auto or home insurer in Oregon? The state's insurance regulator, the Division of Financial Regulation (DFR), publishes how many complaints it got about each insurer and how much insurance each one sold. The complaint index puts those together so big and small companies can be compared: 1.00 is average, lower means fewer confirmed complaints for the company's size. Below is every insurer in DFR's 2025 auto and homeowners reports, with a lookup. We don't sell insurance or give quotes.

Totals are our sums of every row in DFR's two reports (auto PDF, homeowners PDF). DFR lists insurers with zero complaints too, so the totals cover the whole list.

Sorted by premium, not by how good they are. A lower index means fewer confirmed complaints for the company's size in 2025 only; it doesn't measure price, claims speed or financial strength.

It compares an insurer's confirmed complaints with how much insurance it sold in Oregon. Oregon's Division of Financial Regulation says the index reflects the number of complaints in proportion to the total premium of policies sold in Oregon. 1.00 means the company's share of confirmed complaints matches its share of premium; lower means fewer complaints for its size.
Oregon's 2025 auto report lists 1,439 complaints against 368 auto insurers, of which 142 were confirmed. The listed insurers wrote $5.09 billion of auto premium in Oregon.
Oregon's 2025 homeowners report lists 775 complaints against 118 insurers, of which 115 were confirmed, on $1.71 billion of homeowners premium.
With little premium, a single confirmed complaint can push the index far above 1. Oregon's regulator warns that smaller insurers can show more volatile results and possibly a higher index than a larger insurer with similar practices. Look at the number of confirmed complaints too.
Use the Oregon Division of Financial Regulation's insurance complaint form (online, or print and mail or fax), or call 888-877-4894 toll-free for help. The regulator sends a copy of the complaint to the company for a response.
