Pennsylvania insurance complaints by company (2025)

Shopping for car or home insurance in Pennsylvania? The state's regulator, the Pennsylvania Insurance Department (PID), counts the complaints people file about each insurer and weighs them against how much insurance the company sold in the state. That complaint index lets big and small companies be compared: 1.00 is average, lower is better. Below is every insurer on PID's 2025 auto (223) and homeowners (138) lists, with 2024 for comparison and a lookup. We don't sell insurance or give quotes.

Sorted by premium, not by how good they are. “Not listed” in the 2024 column means PID's 2024 list had no company with exactly that name (or it had no complaints). An index covers one year of complaints only; it doesn't measure price, claims speed or financial strength.

About this data

  • Pennsylvania policies only, calendar 2025 (2024 for the comparison column). Other states use other formulas, so a Pennsylvania index can't be compared with another state's number.
  • PID calls the tool “a resource only” and says it assumes no responsibility for omissions, inaccuracies or ambiguities. We copied its figures as shown on the day we checked; PID can update them.
  • The index is shown to 2 decimals here (PID shows 5). Market share is PID's figure, to 2 decimals.
  • PID's tool also covers accident and health, annuity, life and title insurers, and years back to 2020: PID complaint comparison tool. License look-ups: PID company and agent research.

Facts, not a recommendation. We republish Pennsylvania's official figures with dates and do the arithmetic. No partner links on this page.

FAQ

What is Pennsylvania's insurance complaint index?

It's a number the Pennsylvania Insurance Department (PID) publishes for each insurer that compares the complaints people filed with PID against how much insurance the company sold in Pennsylvania. 1.00 means complaints in line with the company's size; below 1.00 means fewer, above 1.00 means more.

How many auto insurance complaints did Pennsylvania get in 2025?

PID's 2025 auto list has 223 insurers with 4,326 complaints between them, on $14.36 billion of 2025 Pennsylvania auto premium (our sums of PID's rows). Companies with no complaints aren't on the list.

How many homeowners insurance complaints did Pennsylvania get in 2025?

PID's 2025 homeowners list has 138 insurers with 2,124 complaints, on $5.54 billion of premium (our sums). In 2024 the list had 2,518 homeowners complaints.

Does a complaint mean the insurer did something wrong?

No. PID says complaints, in and of themselves, do not necessarily indicate the company has done something wrong, and that you shouldn't choose an insurer on complaint numbers alone. Also weigh price, service and the company's financial stability.

Why is a small insurer's index so high?

With very little Pennsylvania premium, one or two complaints push the index far above 1.00. For companies under $5 million of premium, PID's index also doesn't line up with the rounded figures it shows, so we label those ratios unreliable and hide them by default.

How do I file an insurance complaint in Pennsylvania?

Try the insurer first. If that doesn't fix it, file with PID online through its Consumer Services (CSO) portal, or call 1-877-881-6388. Vehicle registration and PennDOT insurance letters go to PennDOT, not PID.

Do you sell insurance or give quotes?

No. VaultRubric doesn't sell insurance or provide quotes. This page republishes Pennsylvania's official complaint figures.

Facts, not insurance advice. We don't sell insurance or provide quotes; confirm coverage and requirements with the insurer, an agent or your state insurance department.
